Policy Analyst


The Student's Union (SU) is one of the leading undergraduate student associations in Canada. We work to ensure that University of Calgary undergraduate students have the best possible university experience through advocacy, representation, and providing valuable on-campus services and programs. We also manage several businesses within the MacEwan Student Centre including a restaurant and bar, two concert venues, a convenience store, a used bookstore and copy centre, and the MacEwan Conference & Event Centre.

Students lead our organization, and so SU staff are all teachers in some capacity. We coach, mentor, and work alongside the elected members of our student government to help them develop skills and make good decisions for the organization. Because of this, we trust and invest in our staff as they are pivotal in supporting and fostering positive and productive student leadership. The SU is a nimble organization that can pivot quickly to address emerging issues and trends. This role is ideal for a new professional looking for the freedom to innovate and who is willing to take the initiative to expand their range of experience.


The Policy Analyst is a member of the Student Services department and supports our student government by (1) providing appropriate responses to research requests, (2) drafting new and/or modified policies, (3) drafting new and/or modified legislative documents; and (4) acting as an internal adviser on matters relating to governance and university-level and governmental advocacy.

The Policy Analyst also guides the policy-making process at the committee level, assisting students to define policy outcomes with a long-term view, identify and manage risk, consult and collaborate with those affected by policy, and base policy decisions and advice upon the best available options and alternatives. Subject areas of interest typically relate to the post-secondary education sector (i.e., such as affordability, accessibility and quality of education). Additional areas of research and analysis often relate to the SU's internal governance structure, and occasionally relate to areas of SU programming or commercial interests.

In addition to drafting and editing resolutions, bylaws, procedures and policies, the Policy Analyst is also responsible to provide advice and counsel on issues related to organizational and member compliance with the SU's internal governance requirements, such as elections, organizational meeting requirements, and administrative tribunal processes. The Policy Analyst also provides strategic advice to Executive members on maintaining productive university relations.

  • University degree in political science, law, public policy, or equivalent along with two (2) years of related experience in a research and/or policy analysis role.
  • Previous experience gained within a post-secondary education, government, public sector or non-profit setting is preferred. A background in regulatory analysis or board governance would be considered an asset.
  • Possesses strong communication skills, including written, verbal and listening skills; is able to distil and clearly communicate complex information; demonstrates a collaborative and positive communication style; is comfortable and effective at public speaking.
  • Adeptly manages multiple demands, deadlines and competing priorities through a system of prioritization and planning; is able to self-manage as well as coach student leaders and others on applying prioritization and planning practices.
  • Possesses knowledge and insight into topical issues affecting the post-secondary education sector.
  • Demonstrated policy and legislation-related research skills that include the ability to conduct research, analyze information, articulate alternatives, draw conclusions and make practical recommendations to decision-makers on issues.
  • Background related to bylaw and policy development, as well as internal governance issues (e.g., principles, structure and organizational compliance).
  • Proven success in coaching and mentoring undergraduate students is considered an asset.
