Human Resources and Administration Manager

Full Time - 37.5 hrs per week

The Human Resources and Administration Manager provides strategy, direction and support to managers and staff for all human resource functions including: recruitment & retention, staff orientation and recognition, overseeing compensation, performance management, and human resources strategy and policy. This position works closely with the Chief Executive Officer and in cooperation with the finance department. This position is also responsible for the daily administrative management of the agency. The administration responsibilities that this position oversees include: reception and administration, facilities and IT management.


Human Resources

  • Responsible for and conduct staff recruitment
  • Generate job descriptions for all positions at CIWA, existing and new
  • Provide regular job analysis for positions
  • Management of the hiring of all new staff
  • Participate in and provide strategic HR guidance in annual salary reviews, development of salary grid and other compensation strategies as needed
  • Manage new hire salary reviews and probationary periods
  • Liaise with the financial department to ensure appropriate new hire information is obtained and employee changes or salary upgrades are communicated
  • Conduct orientation and training for all new staff
  • Arrange and facilitate in-house training opportunities for employees
  • Coordinate external professional development opportunities for employees
  • Develop and implement staff recognition policies and manage staff appreciation and recognition events for the agency
  • Manage staff Safety, Security and Wellness programs
  • Provide leadership to Managers on performance evaluation processes, reviews and tools
  • Advise on performance management strategies and HR trends in performance management
  • Ensure that CIWA human resources strategy and policy are aligned with CIWA strategic plan and business goals
  • Provide research, guidance and implementation of new CIWA human resources policies
  • Align CIWA’s business practices with provincial/federal legislatures in terms of privacy, confidentiality, and personal information protection
  • Provide HR direction for the overall organizational staff planning and strategy, working closely with the Chief Executive Officer and management team
  • Liaise with finance department on personnel issues such as vacation management, sick days, flex hours, and employee concerns
  • Manage the benefit program and RRSP program


  • Manage all agency administration, facilities and IT projects including but not limited to special events, annual report, renovations, etc.
  • Ensure smooth functioning of CIWA receptions and administration staff
  • Manage all agency IT and supervise IT staff
  • Active support of all agency initiatives
  • Full participation on CIWA committees
  • Other duties as assigned by the Chief Executive Officer

  • Demonstrate a high level of administrative and IT capacity


  • A minimum of five years Human Resources experience required
  • Undergraduate degree in Human Resources, Business or related discipline
  • A CPHR designation or working towards designation is an asset
  • Non-profit management experience considered an asset
  • Extensive experience in office administration and staff supervision
  • Ability to work independently and as part of a team
  • Computer literacy and strong communication skills including writing skills
  • Strong organizational and teamwork skills and a collaborative approach to problem-solving and decision-making
