Program Manager – Strong Families in Community (HR272)

Full Time Regular (37.5 hours per week)

Position Summary

Presently we are looking for a Program Manager for the Strong Families in Community Department.  The Program Manager has the primary responsibility for overseeing the development and delivery of programs within the mandate of Strong Families in Community. 

This is a crucial role that involves the incumbent with grass roots not-for-profit organizations, corporate sponsors, advisory committees, politicians, funders, and other agencies through collaborative service efforts and supervision of program supervisor and program lead positions within the department.  Imperative to this position is the development and nurturance of a healthy staff and agency culture. 

This position reports to the Director, Strong Families in Community.



Responsibilities may include assistance with program outcome measurements and evaluation, ensuring operations remain within budgetary guidelines, and compliance within ethical and best practice guidelines.


  • Participate in developing and implementing the strategic direction of the Strong Families in Community (SFC) Department.
  • Lead and motivate the various teams to achieve the outcomes outlined in program logic models, agreements and contracts; align with the framework offered by the agency policies, strategic direction, vision, mission and values.
  • As part of the agency leadership team, the Program Manager will actively engage in creating a culture of collaboration and innovation across the departments within carya.
  • Actively participate in community planning at forums, workshops, and other initiatives so that the mental health needs of children, youth, adults and families are well represented.
  • Represent carya and its brand in the larger sector and champion agency mission and values.


  • Provide strong leadership and cultivate a culture of excellence, respect, accountability, innovation and collaboration.
  • Oversee the supervision of designated employees and contractual arrangements within the department.
  • Implement fair and consistent personnel practices and ensure that they reflect the policies and procedures of the agency.
  • Develop a team atmosphere that motivates staff to create, experiment, and learn within the context of providing safe and competent care.


  • Assist the Director in preparing departmental budgets. 
  • Accurately track program expenses and keep on target, communicating any differentials from budget expectations.
  • Anticipate program needs so that new program budgets accurately reflect on a yearly basis the requirements of the service.

Staff Development

  • Be a resource to staff and management on current research, trends, skills and approaches relevant to the presentation and treatment of mental health concerns in children, youth and adults.
  • Actively seek training opportunities for staff and develop cost effective methods for training.

Program Standards

  • Assist the Director to recognize and implement program initiatives and changes to ensure that service delivery is effective, creates desired outcomes and that service targets are achieved.
  • Participate in the development, measurement and collection of program and funder outcomes. 
  • Understand and follow funding requirements and implement systems to accurately collect information needed to measure outcomes.
  • Address client concerns in a professional and timely manner and in accordance with client complaint policies and procedures; the delivery of quality, effective and satisfying service is a priority for the agency.


  • Establish and maintain strong working relationships with staff, colleagues, service providers, and community and political partners outside the agency.
  • A balanced and informed understanding of agency, staff, and community concerns is required to support quality programming and policy decisions. 

Records Management

  • Ensure that SFC staff maintain proper records as required by the agency, program and funder.


Qualifications & Experience

  • Graduate degree in Social Work, Psychology or related discipline.  Training and demonstrable skills and experience in group education methodology, teaching and program design, various theoretical frameworks including development/learning/family system and group theory, leadership and team development is required.
  • Relevant experience in clinical services and supervision, community services, and leadership of at least 5 years.  Previous experience with supervision, research, and/or grant writing experience is a definite asset.  
  • Professional registration if applicable. 
  • Advanced skills in business applications (Microsoft Work, PowerPoint and Outlook)
  • Familiarity with Excel is a definite asset.
  • Familiarity with client management programs, outcome data collection and data analysis is required.
