Manager, Business Operations, SPaCE, Cumming School of Medicine

The Office of Strategic Partnerships and Community Engagement in the Cumming School of Medicine is currently seeking a Full-time Regular Manager, Business Operations.

The Strategic Partnerships and Community Engagement (SPaCE) contributes to multiple educational, outreach and research initiatives in the Cumming School of Medicine. The Manager Business Operations will report to the Associate Dean, SPaCE.

This position works independently with minimal guidance, acts as a resource and advisor for colleagues, solves complex problems that may require applying new perspectives to achieve desired outcomes, and exercises sound judgment based on the analysis of multiple sources of information.

Successful completion of projects has a critical impact on the ability for the Office of SPaCE to meet its objectives. The Business Operations Manager works at the Foothills campus, full-time and may be required to travel to global health settings annually. The Manager supervises the financial administrator and provides leadership to at various SPaCE staff members.

 

Summary of Key Responsibilities (job functions include but are not limited to):

  • Managerial / Leadership Management
    • Directs the day to day work of finance employee(s) and manages and supervises financial staff with overall operational and financial activities
    • Identifies financial staffing needs
    • Manages and creates job profiles
    • Hires and onboards staff
    • Performs and engages staff in annual performance reviews
    • Performance manage when required, taking disciplinary actions and including terminations when required
    • Ensures all staff have Hazard Assessments in place to reduce risk for their position
    • Identifies opportunities for  development, learning and advancement of direct reports and others, and fosters a highly productive, dynamic, positive team environment
    • Provides coaching and mentoring to finance partners in East Africa and elsewhere to support partner own goals, such as enhanced governance, audit result excellence, endowment structures and management, to strengthen ability to attract external funding
    • Work with Associate Dean and all SPaCE team members to effectively manage operational activities
    • Proactively identifies opportunities and challenges, analyzes information, and provides sound advice and recommendations to leadership and partners
    • Advances SPaCE, Cumming School of Medicine and University strategic plans and fosters integration across campus
  • Budget Planning and Administration
    • Works with Associate Dean and SPaCE, Cumming School of Medicine Finance team and the CSM Executive Director to strategize and plan for both operational and project budgets to establish and maintain financial stability, identify funding opportunities, and strengthen the diversification strategy
    • Develops and implements new processes and procedures to increase work efficiency
    • Manages financial reporting, preparing budgets and financial forecasts, financial analysis, including variance analysis and analyzing/recommending opportunities for cost savings and efficiencies
    • Leads financial planning, development, monitoring and reporting on budgets
    • Prepares budget and financial planning documents, and oversees all major budgets assigned through the funders reporting process
    • Monitors and ensures budget compliance and reporting of  all SPaCE activities
    • Provides regular budgetary updates, forecasts and analysis to the Associate Dean and other stakeholders
    • Oversees the continued development of best business practices ensuring operation effectiveness of the SPaCE Office
    • Prepares financial and other reports as requested by the Associate Dean and other stakeholders
    • Manages and monitors legal and contractual documents required for SPaCE business operations
    • Develops, implements, monitors and reports on regular program/financial activities, analyzes performance, improves practices, and makes recommendations to leadership to optimize operations
    • Monitor, submit and report operational expenses
    • Manage fund transfers to partner institutions
    • Audit financial expenditures, track and documentation of in-kind and in-cash contributions and preparing all financial reports
    • Review, analyze, and consolidate financial statements received from the Tanzanian and Ugandan projects offices quarterly
    • Responsible for mentoring partner financial team so that they are able to increase their own ability to manage their own finances, budgeting and reporting, meet USAID audit standards, and expand their ability to attract international and local funding
    • Ensure that annual budgets, quarterly and annual financial reports are accurate and acceptable to GAC, IDRC and ELMA
  • Grant proposal development
    • Work closely with Directors, grant holders and other SPaCE team members to implement, monitor and report for government, agencies and grants, internationally and locally
    • Supports capacity development for financial management excellence with partners
    • Liaises for legal and contractual arrangements for financial purposes, annual reports and internal publications
    • Creates internal documents related to government, agency and grants for Associate Dean and SPaCE team members, including project finance and administration manuals, governance documents
  • Governance & Policy Development
    • Identify shortfalls in current financial practices
    • Standardize Policy & Procedures with financial management teams in Tanzania & Uganda while being socially and culturally sensitive
    • Design and implement accounting processes for East Africa counterparts and financial reporting formats for reporting to funders quarterly, semi-annually or annually, as determined by each project agreement
    • Develop policies & procedures to ensure practices align with Funding requirements and University of Calgary

Qualifications / Requirements:

  • Bachelor's degree preferred in a business related discipline and/or accounting designation; a combination of related post-secondary education with related business experience will be considered
  • 5-7 years of relevant experience in finance, accounting, financial management, or audit
  • Experience with international funders, such as Global Affairs Canada and International Development Research Centre, USAID, DfID strongly preferred
  • Knowledge of Strategic Partnership and Community Engagement (SPaCE) mandates, policies, regulations and procedures pertaining to financial matters an asset
  • Experience working in an unionized environment an asset
  • Strong organizational, analytical, and problem solving skills in a finance setting
  • Demonstrated sound judgment in conflict situations, balancing competing priorities, managing differing compliance frameworks and expectations, and providing solid advice and recommendations
  • Good understanding of the University environment and the Cumming School of Medicine an asset
  • Advanced skills in the use of Microsoft Office applications
  • Advanced experience with budgetary processes
  • Knowledge of the human resources and financial processes within the University of Calgary environment and the Alberta Union of Provincial Employees Collective Agreement an asset
  • Effective cross-cultural competencies, including proven ability to work in a respectful partnership style within low-resource settings or environments with vulnerable people, or Indigenous partners
  • Strong written and verbal interpersonal/communication skills
