Program Description: Settlement Online Pre-Arrival (SOPA) is an initiative delivered in partnership with the Immigrant Services Association of Nova Scotia (ISANS) which aims to facilitate and accelerate newcomers' economic integration, and improve linkages between pre-arrival and post-arrival settlement services in their destination province. Through CCIS, immigrants have access to ISANS' suite of professional online tools prior to their departure to Canada, gaining the necessary information, resources, and skills to market themselves, search for professional employment commensurate with their experience and qualifications, and integrate into the Canadian workplace.

Position Description: The intake counsellor provides basic settlement information and referrals to pre-arrival clients intending to immigrate to Alberta. The intake counsellor facilitates client registration, assesses clients’ settlement and employment needs through online meetings, and refers participants to self-directed and facilitated online courses. In addition, the counsellor connects clients with tools and resources, including settlement agencies, related to the clients’ professional fields and in their communities of destination. The intake counsellor also manages and submits documentation and reporting, and contributes to marketing and outreach initiatives.


  • Maintain an updated awareness of immigrants’ pre- and post-arrival needs, settlement and occupational resources, and current labour market condition and trends
  • Assess client eligibility, conduct individual assessments, evaluate and assist with clients’ settlement and professional needs and goals, and determine which resources and SOPA courses fit their needs
  • Provide course referral and enrollment information to clients
  • Create clients' personalized action plans and refer participants to post-arrival programs and services
  • Develop and effectively monitor the client database
  • Prepare, maintain, and submit required data and narrative reports
  • Liaise and collaborate with SOPA facilitators and ISANS staff, including the technical support team
  • Participate in internal meetings and committees and engages in local and provincial outreach activities with service providers


  • Post-secondary degree in Education, Business, Marketing or related field combined with industry experience
  • Cross-cultural awareness, openness, and ability to collaborate in a culturally diverse environment
  • Up-to-date awareness of immigrant settlement needs and resources and the local and provincial labour market condition and trends
  • Excellent written and verbal communication skills
  • Strong organizational, documentation, and time, client and case management skills
  • Computer literate
  • Fluency in English; knowledge of a second language is an asset
  • Certificate in Career Development is an asset
