Human Resources Manager

Position Summary

Reporting to the Chief Executive Officer, and as the sole Human Resources professional within CFN, the Manager is responsible for the overall administration of all HR programs and processes; the ongoing evaluation and continuous improvement HR programs and processes as an enabler of organizational success; and providing advisory support to employees to enhance overall employee engagement and effectiveness.


Specific Responsibilities

Administration of HR programs and processes

  • Develops HR annual work plans in support of the Centre’s strategic priorities, development projects and operational plans  
  • Regularly reviews the Centre’s compensation practices, taking funding availability into account, to ensure that overall programs are competitive and that all individuals are fairly evaluated/compensated within these programs
  • Oversee the Annual Performance Review process, ensuring timeliness and alignment within goals developed
  • Reviews and provides recommendations to Executive Committee (CEO, Directors and CFO) in support of developing individual, program and agency Professional Development plans (e.g. Coordinates registration in the AAISA training program and other agency-wide training)
  • Develops and maintains an HR employee records system, ensuring collaboration with Payroll and Finance staff to ensure congruence between HR and payroll files and practices

Employee Engagement and Effectiveness

  • Supports Executive Committee in efforts to create an environment of trust and a culture of strong employee engagement, with a specific emphasis on multicultural workplaces
  • Acts as a key resource/support in the design and implementation of major change initiatives
  • In charge of organizing all staff events and social activities at CFN


Business Advisory Support

  • Continuously reviews HR policies and processes for effectiveness, compliance, and ongoing development (e.g. identifies issues, conducts research/develops recommendations, audits for internal and external compliance, etc.)
  • Supports hiring managers with recruitment processes (reviewing/ensuring job descriptions are up to date, facilitating posting processes, support to selection process, coordinates offer letters, etc.)
  • Assists supervisors, and acts as support to staff, to resolve a wide range of employee relations issues (including serving as the lead in conducting formal investigations as required)
  • Provides/arranges for the development and delivery of in-service training as approved/required



  • Post-secondary education in Human Resources or a related discipline (CPHR preferred)
  • Minimum 5 years previous experience in administering a broad range of HR programs and processes (previous experience in a multi-cultural and/or not-for-profit environment preferred)
  • Strong knowledge of HR governance and employment laws
  • Demonstrated ability to develop strong and effective collaborative relationships at all organizational levels
  • Superior written and verbal communication skills
  • Demonstrates a sense of urgency and strong commitment to achieving goals; capable of working in challenging, fast paced environment 
  • Experience working with diverse populations using culturally competent models is preferred.
